Essential Functions

  • Under administrative direction, serves as a Project Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Emergency Management Agency (IEMA) leading and managing large complex technical projects.
  • Performs project and program management control functions for assigned state agencies' IT projects.
  • Serves as the primary business analyst for all requests regarding new systems as well as needed modifications to current systems.
  • Provides state contract and vendor management support on assigned projects to enforce adherence to project scope, budget, timeline, quality, and deliverables.
  • Implements and evaluates standardized policies and procedures as identified by Department and EPMO management.
  • Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
     

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in management information systems, data processing, telecommunications or directly related fields.
  • Requires prior experience equivalent to three (3) years progressively responsible administrative experience in management information systems, data processing, telecommunications in a public or business organization.

 

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience program management office leading and managing large, complex technical projects utilizing Agile Methodologies, including the development of project plans, schedules and deliverables, and developing, monitoring, and maintaining operational performance metrics.
  • Three (3) years of professional experience utilizing tools such as Azure Devops, Microsoft (MS) Project, MS SharePoint, MS PowerPoint, MS Excel, MS Word, Visio, and Enterprise Program Mangement Office (EPMO) systems to develop reports, track project performance, and communicate results to stakeholders.
  • Three (3) years of professional experience applying project management disciplines including Project/Portfolio Management, Resource and Service Management, Software Life Cycles Methodologies, Scope/Constraint Management, Quality Assurance, Procurement, Cost and Time Management, Risk and Integration Management, IT Governance, and effective communication strategies.
  • Three (3) years of professional experience gathering and documenting business requirements for medium to large IT projects, developing standardized templates, and collaborating with stakeholders to assess system needs and modifications.
  • Three (3) years of professional experience translating technical concepts into clear, actionable terms for diverse stakeholders, facilitate IT governance processes, and manage project risks, constraints, and performance metrics effectively.
  • Three (3) years of professional experience supervising and directing a team of IT professionals.
  • Ability to manage state contract and vendor management, ensuring project adherence to scope, budget, timeline, and quality standards, including tracking work orders, invoices, change orders, and time reporting while supporting multi-agency collaboration and compliance with state contract requirements.
  • Ability to develop, implement, and evaluate standardized policies and procedures, conduct technical research and system analysis, and provide data-driven recommendations to improve operational efficiency, resource utilization, and project performance in alignment with strategic goals.
  • Ability to establish and maintain effective working relationships with associates, vendors, and clients, while demonstrating strong verbal and written communication skills to present technical information clearly and accurately to diverse audiences.
  • Certification as a Project Management Professional (PMP) or equivalent.

Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
