This position serves as a Business Analyst for DoIT supporting the Illinois Environmental Protection Agency (IEPA), responsible for analyzing business processes, developing business requirements, and creating business process designs, re-engineering, and transformation plans. 

The Business Analyst will conduct research across processes, applications, and technical aspects while producing a variety of documents, diagrams, and reports, including detailed requirements specifications, functional and technical designs, process diagrams, data flow diagrams, operational manuals, and release notes. 

The individual in this position will utilize their experience in requirements analysis and design, system documentation and diagramming, and application development to meet the objectives of DoIT and IEPA.

Essential Functions

  • Under administrative direction, serves as a Business Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois Environmental Protection Agency (IEPA)performing complex professional and advisory functions including, but not limited to, research, requirements analysis, design, testing, implementation, and documentation of complex information systems to fulfill requirements of DoIT and agency initiatives.
  • Develops and delivers user stories, use cases, system specifications, technical documentation, and reports to support project and system requirements.
  • Supports the oversight and management of application and system portfolio.
  • Analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process, and data modeling, testing and documentation processes.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in applications services or a related Information Technology field.

 

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience performing requirements analysis, business process design and reengineering using visual process modeling and data modeling techniques.
  • Three (3) years of professional experience developing system documentation, process diagrams, data flow diagrams, and technical specifications to support application development and business transformation initiatives.
  • Three (3) years of professional experience applying System Development Life Cycle (SDLC) or Agile methodologies to manage full project life cycles, including requirements gathering, testing, implementation, and post-deployment support.
  • Three (3) years of professional experience supporting application development for web-based or cloud-based application environments utilizing relational databases such as SQL Server or Oracle.
  • Three (3) years of professional experience utilizing Microsoft tools, including MS Office Suite, MS Visio, Teams, and Azure DevOps, for project documentation, collaboration, and requirements management.
  • Three (3) years of professional experience managing or contributing to Application Portfolio Management (APM) or Business Impact Analysis (BIA) efforts, including maintaining system inventories and conducting continuity planning.
  • Extensive knowledge of developing user stories, use cases, test plans, test scripts, and traceability documentation to ensure system requirements are met.
  • Ability to analyze and diagnose system issues and coordinate efforts to resolve.
  • Developed verbal and written communication skills to present information to others with clarity and precision.
  • Ability to collaborate with cross-functional teams and coordinate the activities of project staff to achieve business objectives.
