This position serves as the Webmaster supporting the Illinois Department of Public Health (IDPH) performing specialized and professional application services and creative advisory functions related to but not limited to, the SharePoint Portal and its hosted applications.
In this role, you will be responsible for the development and implementation of new technology initiatives as it relates to Information Technology for the Illinois Department of Public Health.
In addition, you will perform technical system application development, design and implementation of web-based applications.

Essential Functions
- Under administrative direction, serves as the Webmaster for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Public Health (IDPH) providing web application services for complex interrelated systems, including, the IDPH Portal, Power Platform, internet, intranet, shared portal services and other related web-based applications.
- Develops, maintains and supports Power Applications for Illinois Department of Public Health (IDPH).
- Advises other Information Technology staff and clients of the web portal, intranet and web applications, providing specialized technical information and problem-solving assistance.
- Supports scheduled and emergency off-hours maintenance, testing, and issue resolution for web applications and the IDPH Portal, including, business hour, off-hour, off-grid and live report functions related to IDPH performance metrics and business continuity processes.
- Implements multiple development platforms and applications to support Public Health initiatives in HTML and graphics related projects.
- Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Web Services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience developing object-oriented web applications and pages using Microsoft Power Platform (Power Automate, Power Apps, Power BI), Adobe Experience Manager (AEM), HTML, CSS, XML/XSL, C#, Visual Studio, and Adobe Creative Suite.
- Three (3) years of professional experience maintaining and supporting web application, portals, and intranet systems, including participation in scheduled and emergency off-hours maintenance, testing, and issue resolution.
- Three (3) years of professional experience managing service tickets, change requests, and incident resolution using ServiceNow.
- Three (3) years of professional experience working within an Agile/Scrum development environment utilizing Azure DevOps for source control, Sprint Management, and team collaboration.
- Three (3) years of professional experience developing and supporting relational databases and integrating web applications with databases using Open Database Connectivity (ODBC) and SQL Server.
- Three (3) year of professional experience coordinating programming and content management using web platforms such as Adobe Experience Manager (AEM) and SharePoint Online.
- Three (3) years of professional experience deploying, managing, and integrating applications within a cloud environment, specifically Microsoft Azure, including the use of Azure services for application hosting, security, and monitoring.
- Three (3) years of professional experience presenting technical information and system recommendations to varied audiences, including leadership, technical teams, and non-technical stakeholders, both verbally and in writing.
- Working knowledge of the methods, procedures, and techniques for conducting feasibility studies and analysis for system conversions, including operational, technical, and procedural impact assessments.
- Ability to gain and maintain effective working relationships with associates, vendors, clients, and cross-functional teams.
