Essential Functions
- Under general direction, serves as an Application & Web Development Analyst for the Department of Innovation & Technology (DoIT), supporting the Illinois Department of Financial and Professional Regulation (IDFPR), performing a full range of difficult and specialized professional Application Services functions.
- Serves as a project leader on highly complex projects independently planning, developing, and implementing techniques for gathering and interpreting data.
- Performs professional advisory functions in the analysis and evaluation of new requests and related technology to anticipate the impact on future and current application systems.
- Coordinates, performs, and prepares scheduled and remedial maintenance to assigned applications and for staff by scheduling processes, reviewing history of jobs, and responding to abnormal completion statuses.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires one (1) year of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- One (1) year of professional application services experience developing software applications utilizing SDLC lifecycle and Agile development methodologies.
- One (1) year of professional experience designing and supporting applications utilizing enterprise software platforms such as Adobe Experience Manager (AEM), Microsoft Dynamics M365, Microsoft Power Platform, and Microsoft Power BI.
- One (1) year of professional application development experience developing and managing relational databases using Microsoft SQL Server, including writing complex queries, optimizing performance, and implementing data security protocols.
- One (1) year of professional application services experience conducting and coordinating in-depth technical research, feasibility studies, and business and system analysis, by charting process flow, and by performing specification writing, coding, testing, audit trails, control procedures and fine tuning.
- One (1) year of professional experience serving as a project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
- One (1) year of professional experience troubleshooting and resolving complex application, system, and network issues, including providing root cause analysis and long-term remediation strategies.
- Ability to perform application testing and quality assurance activities, including developing test cases, conducting unit and integration tests, and validating conformance with technical requirements.
- Working knowledge of development tools and environments such as Microsoft Visual Studio, Azure DevOps, SharePoint Online, Teams, HTML, CSS, and .NET in a large-scale IT enterprise.
- Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
- Ability to present complex technical information clearly to both technical and non-technical stakeholders and collaborate effectively with cross-functional teams.

- Requires the ability to lift and carry objects or equipment weighing up to 10 pounds. This is considered sedentary work as defined by the U.S. Department of Labor (20 CFR 404.1567(a)).
- Sedentary work involves lifting no more than 10 pounds at a time and requires occasional lifting, carrying, walking, and standing.
