This position serves as Project Manager/Senior Developer performing complex professional and advisory functions for the Department of Innovation & Technology (DoIT) supporting the Office of the State Fire Marshal (OSFM).
In this role you will design, develop, test, and maintain software applications and databases, ensuring efficient code, system performance, security, and collaboration with stakeholders to meet business requirements.
In addition, you will perform complex professional advisory functions in the research, requirements analysis, design, testing, implementation, and documentation of complex information systems.
This position applies, evaluates and interprets standardized policies and procedures as identified by the Department and EPMO management and keeps abreast of new developments in the Telecommunications field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.

Essential Functions
- Under administrative direction, serves as Project Manager/Senior Developer performing complex professional and advisory functions for the Department of Innovation & Technology (DoIT) supporting the Office of the State Fire Marshal (OSFM).
- Designs, develops, tests, and maintains software applications and databases, ensuring efficient code, system performance, security, and collaboration with stakeholders to meet business requirements.
- Performs complex professional advisory functions in the research, requirements analysis, design, testing, implementation, and documentation of complex information systems to fulfill requirements of DoIT and agency initiatives.
- Applies, evaluates, and interprets standardized policies and procedures as identified by the Department and EPMO management.
- Keeps abreast of new developments in the Telecommunications field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience developing, monitoring, and maintaining operational performance metrics in a program management office.
- Three (3) years of professional experience gathering and validating business requirements, facilitating process analysis, and documenting functional and technical specifications utilizing tools such as Azure Devops, Microsoft (MS) Project, SharePoint, PowerPoint, Excel, Word, and Visio software applications.
- Three (3) years of professional experience applying project management disciplines including scope, schedule, cost, quality, risk, and resource management to ensure successful IT project execution.
- Three (3) years of professional experience managing or coordinating large complex technical projects and programs utilizing Agile Methodologies, including sprint planning, backlog grooming, and iterative delivery.
- Three (3) years of professional experience supervising and directing a team of IT professionals including task delegation, performance monitoring, and mentoring.
- Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
- Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
- Developed verbal and written communication skills with the ability to convey technical concepts and project updates clearly to diverse audiences, including executive leadership.
