This position serves as a Domain Architect in the Digital Transformation Section of the Enterprise Architecture team in Cook County.
In this role you will be working within a specific vertical of our client agencies understanding and documenting current architectures and working with the CIOs and Agency leads to chart and agree to a new vision.
You will also assist in developing problem statements and defining critical path projects necessary to achieve that vision.
As those initiatives progress you will be working in tandem with Solution Architects and Business Analysts to ensure the overall solution meets the business needs and aligns with that overall vision.

Essential Functions
- Under general direction, serves as a Domain Architect for the Department of Innovation & Technology (DoIT), defining, organizing, planning, executing, and overseeing the architecture roadmap of specific domains within the agency and functioning as a knowledge expert for DoIT and client agencies within the domain of the Group Chief Information Officers (GCIOs), relative to applications, processes, and future direction.
- Supports Change Management in identifying and mitigating risks related to the domain’s architecture, including potential impacts on security, performance, and scalability and communicates architectural strategies and decisions to both technical and non-technical stakeholders.
- Consults with enterprise architects, GCIOs, CIOs, project managers, and business analysts during solution delivery to ensure proposed solutions meet agency and DoIT’s goals while adhering to standards.
- Develops and improves Business Capability repository, domain architecture standards and approaches, and improves overall delivery across all domains and agencies.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures
- Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college with coursework in management information systems, data processing, telecommunications, or a directly related Information Technology field.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience in business analysis, enterprise consulting, and domain architecture for a large-scale organization, including defining architectural roadmaps, aligning with business strategies, and collaborating with executive stakeholders.
- Three (3) years of professional experience developing and maintaining architectural standards, frameworks, and guidelines, utilizing enterprise architecture tools and techniques such as capability mapping, process modeling, and ServiceNow APM.
- Three (3) years of professional experience collaborating with enterprise architects and solution delivery teams to ensure flexible, scalable, and standards-aligned solutions across multiple domains.
- Three (3) years of professional experience conducting architectural risk assessments, including identification of impacts to security, scalability, and performance, and developing strategies to mitigate such risks.
- Three (3) years of professional experience leading domain-specific digital transformation initiatives, including coordinating cross-functional teams, translating agency needs into technical requirements, and supporting enterprise portfolio planning.
- Two (2) years of experience using data modeling techniques to design and document data, and process flows for enterprise systems or large departmental applications.
- Ability to analyze complex data and operational requirements, exercise sound judgment in defining problems, and recommend architectural solutions aligned with enterprise goals.
- Ability to gain and maintain effective working relationships with internal stakeholders, vendors, and agency partners to support collaborative solution development.
- Developed verbal and written communication skills to develop and deliver clear, concise, and technically sound documentation and presentations, including architecture diagrams, solution summaries, and stakeholder reports.
