Essential Functions

  • Under administrative direction, serves as a Technical Expert for the Department of Innovation & Technology (DoIT) supporting the Illinois State Police (ISP) performing complex professional and advisory functions in Client Services for the End User Computing Unit.
  • Conducts and coordinates in-depth studies involving substantial technical research and systems analysis of software and hardware solutions to algin with user requirements and defines technical standards for departmental use. 
  • Manages and resolves IT service requests and incidents in the ServiceNow (SNOW) platform.
  • Serves as project/team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Provides technical support and guidance to end users. 
  • Keeps abreast of new developments in the Information Technology field by continuing education through attendance in meetings, training sessions, seminars and conferences to increase familiarity with and remain current on products, vendors, techniques and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Client Services or a related Information Technology field.

 

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience configuring, deploying, troubleshooting, and supporting ruggedized portable computing devices and related software systems, including operating systems, remote access tools, and PC software support and repair.
  • Three (3) years of professional experience performing advanced configuration and technical support for desktop operating systems and productivity applications, including Microsoft Windows OS, Microsoft Office Suite, Outlook, and Mac iOS, across a multi-site organization.
  • Three (3) years of professional experience developing and managing standardized imaging and deployment strategies for workstations, including scripting and quality assurance review to align with technical requirements, software updates, and user needs.
  • Three (3) years of professional experience conducting in-depth technical research and systems analysis to evaluate software and hardware solutions and establish standards for interoperability and systems conformity.
  • Three (3) years of professional experience managing and resolving IT service requests and incidents using the ServiceNow (SNOW) platform, including ticket assignment, documentation, reporting, and escalation handling.
  • Three (3) years of professional experience providing end-user technical support and developing user-facing reference materials or training based on incident trends, survey results, and service reports.
  • Three (3) years of professional experience leading complex IT projects or teams, including task delegation, quality monitoring, technical guidance, and independently developing and implementing data collection and analysis methods.
  • Ability to analyze operational or procedural challenges and develop effective, data-driven solutions to enhance IT service delivery and end-user support.
  • Ability to build and maintain productive working relationships with agency staff, vendors, and clients in support of technical initiatives and issue resolution.
  • Developed verbal and written communication skills to explain complex technical concepts to both technical and non-technical audiences with clarity and precision.

  • Requires the ability to lift and carry objects or equipment weighing up to 50pounds.  This is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
  • Requires appropriate, valid driver’s license and the ability to travel in performance of duties.
  • Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
  • Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
