Essential Functions
- Under general direction, serves as a Full Stack Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Environmental Protection (IEPA), performing difficult and specialized professional functions related to the development, maintenance, and support of major information systems for the client Agency and DoIT.
- Independently develops new and modified software applications and performs testing of new and modified software applications of a normal to complex level.
- Provides maintenance and support for existing information systems.
- Coordinates and implements special projects and one-time projects independently performing analysis, design, and application development based on user requirements.
- Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
- Requires one (1) year of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications (In Order of Significance)
- One (1) year of professional experience developing software applications using .Net framework (MVC or Web API), C#, and MS SQL Server to deliver full-stack solutions.
- One (1) year of professional experience providing maintenance and support for existing information systems, including troubleshooting, applying fixes, and optimizing performance in production environments.
- One (1) year of professional experience producing comprehensive technical and user-focused documentation to support system maintenance, onboarding, and ongoing knowledge transfer.
- One (1) year of professional experience coordinating and implementing special or one-time projects, including requirements analysis, design, development, testing, deployment, and documentation.
- Working knowledge of relational database concepts, database management systems, and application development methodologies, including hands-on experience with MS SQL Server and Oracle for database design, development, query optimization, and performance tuning.
- Ability to analyze complex data and business processes, exercise sound judgement, and design effective technical solutions for operational and procedural challenges.
- Ability to establish and maintain effective working relationships with associates, vendors, clients, and stakeholders across technical and non-technical teams to ensure project alignment and success.
- Developed verbal and written communication skills to convey technical concepts to both technical and non-technical audiences, including facilitating meetings, delivering presentations, and preparing technical reports.
