This position serves as a Business Analyst and Project Team Leader supporting the Illinois Department of Corrections (IDOC).

This position will perform in-depth assessment and analysis to provide business process re-engineering and transformation services for highly complex enterprise-wide applications, while also participating in the design, testing, training, knowledge transfer, system tuning, and system implementation in order to translate and track results of business analysis through entire system development life cycle (SDLC).

Essential Functions

  • Under administrative direction, serves as a Business Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Corrections (IDOC), performing complex professional and advisory functions in the Information Services Section.
  • Writes user stories, use cases, and program specifications.
  • Serves as project/team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process and data modeling, testing and documentation process.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Applications Services or a related Information Services field.

 

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience supporting Application Development and Data Management activities, including analyzing business requirements, documenting technical specifications, and ensuring data accuracy and integrity across enterprise applications.
  • Three (3) years of professional experience serving as a Business Analyst or project/team leader in a large IT organization, including facilitating requirements gathering, leading business process analysis, coordinating project deliverables, and ensuring alignment between technical solutions and business needs.
  • Three (3) years of professional experience utilizing SDLC methodologies, project management tools (e.g. Azure DevOps, MS Project), and enterprise technologies (e.g., DB2, SQL, Visual Studio, .NET Framework) to guide application development and system implementation.
  • Three (3) years of professional experience serving as a project or team leader with responsibility for coordinating staff, monitoring deliverables, and ensuring quality assurance and control measures.
  • Extensive knowledge of business process analysis, design, modeling, reengineering, or process visualization, with the ability to identify inefficiencies, recommend improvements, and develop solutions that align with organizational goals.
  • Ability to develop comprehensive IT technical documentation, including user stories, use cases, process models, and program specifications, ensuring clarity, accuracy, and traceability of requirements throughout the system development life cycle (SDLC).
  • Extensive knowledge of conducting feasibility studies, system evaluations, and impact assessments, with recommendations that support informed decision-making and successful system transitions.
  • Ability to analyze and resolve system and process issues, collaborating with technical teams and end users to ensure timely resolution.
  • Developed communication and presentation skills, to facilitate workshops, deliver training, and present technical concepts clearly to diverse audiences, including non-technical stakeholders.
