C.E.A. Level B, Assistant Deputy Director and Chief Technology Officer

The ITSD Assistant Deputy Director, Chief Technology Officer (CTO), is responsible for supporting the department’s mission, vision, and strategic goals by planning, developing, implementing, managing, and supporting the technology operations that provide major enterprise services, data, and infrastructure. The incumbent is responsible for activities that include technology innovation and modernization, technology operations management, security, and service management.

The CTO directs and oversee the Data Center Operations and Services, and Application Technology and Support Branches, as well as other operational and technical areas. The incumbent serves as a member of the department’s executive leadership team and implements and presents strategic initiatives and policy guidance to the Director, Chief Deputy Directors, and executive team on all matters related to IT operations. Responsible for promoting the effective use of leverageable and centralized enterprise services, data, and information assets across all CDPH programs; providing expert consultation to the Directorate to build a strategic IT road map to align all IT related services to advance the department’s strategic goals and objectives; participating as a departmental executive on project steering committees and internal governance bodies assuring compliance with department and State IT and architectural and security standards and guidelines; representing CDPH on consolidation committees and influence policy decisions regarding inter-departmental projects and IT consolidation efforts; and serving as the liaison to CDPH’s external partners and customers.

The incumbent is responsible for the establishment and maintenance of technology policies, procedures, and practices that govern the standards to oversee IT operations and services; infrastructure hosting strategies; data and analytics; and the IT strategic roadmap that meets business and project needs of all CDPH programs; and accountable for providing direction and leadership for the development, support, and continuous improvement of the operations and activities of ITSD (including application and development services, enterprise services, infrastructure services, client services, data center operations, server and storage management, network services, emergency preparedness operation, IT purchasing, email services, and security operations).
