General Description

Performs highly complex (senior-level) business analysis work. Work involves eliciting, developing, and documenting user requirements. Reviews, assesses, and develops business processes. Creates and validates user acceptance testing. Performs post-implementation support of systems, and provides support for the software development life cycle. May train others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Reports to the Manager of the Business Strategy and Automation Department.

Essential Job Functions

  • Works closely and amicably with business areas and end users to determine business requirements.
  • Develops means of achieving desired business results through solution design.
  • Develops business requirements using a combination of interviews, document analysis, requirements workshops, storyboards, surveys, business process descriptions, use cases, scenarios, business analysis, and/or task and workflow analysis.
  • Writes business requirements according to standard templates in clear and concise language.
  • Manages requirements traceability and tracks requirements status throughout the project.
  • Manages changes to baseline requirements through change control processes.
  • Coordinates the analysis of program policies and procedures to determine their effect on automated systems and system functional areas.
  • Identifies opportunities to improve business processes through automation and help prepare proposals to develop new systems.
  • Proposes new application features and updates.
  • Works with business areas and project managers to help define project scope.
  • Troubleshoots and solves problems relating to computer systems or programs.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned. 

Minimum Qualifications

  • Graduation from an accredited four-year college or university.
  • Five years of work experience in the Business Analysis field.
  • Relevant education and experience can be substituted on a year-for-year basis.

Preferred Qualifications

  • Certified Business Analysis Professional (CBAP), Project Management Institute - Professional Business Analyst (PMI-PBA), or Six Sigma certification.

  • Knowledge of the limitations and capabilities of computer systems.
  • Knowledge of the techniques used in the design of automated computer systems.
  • Knowledge of the software development lifecycle.
  • Knowledge of organizational skills.
  • Skills in using Microsoft Office programs such as Word, Excel, Visio, PowerPoint, and Teams
  • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
  • Skills in business analysis methodologies.
  • Skills in analyzing and evaluating complex information technology applications, policies, and issues.
  • Skills in developing creative and workable solutions to complex problems and issues.
  • Skills in requirements elicitation and analysis.
  • Skills in presenting business requirements in graphical forms.
  • Ability to analyze, evaluate, and integrate business rules into system requirements.
  • Ability to communicate effectively.
  • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

  • Ability to work shifts  that may exceed 8 hours, including early mornings, nights, and weekends.
